A joint responsibility

TRR was founded by the social partners to supplement the various educational and retraining schemes which are organised and financed by the government.

These schemes had proven insufficient in meeting the special needs of white-collar employees, a situation which still is more or less unaltered. Lately some groups of blue-collar workers have joined the Agreement and TRR. Thus about 10% of our clients nowadays are blue-collar workers.

The advantages of being run jointly by the social partners are:

  • The cooperation between the employer and employee organisations is strengthened
  • The employer and employee organisations take on a joint responsibility for necessary changes without involving government authorities.
  • Being a comparatively small organisation makes it easier for TRR to act quickly, which is important for a successful transition process.
  • At the local level, in the company that is downsizing, TRR is perceived as a neutral agent on the outplacement market.
